# Bureaucracies can be useful to outsource tasks to less competent individuals
Bureaucracies by design constrain action and innovation by providing a highly rigid set of rules that its members must follow. This can be useful to a great founder because it allows him to outsource tasks to less competent, driven people. As long as the rules of the bureaucracy are designed in such a way that it limits undesirable actions and forces desired actions, the bureaucracy will enable the founder to significantly scale up his leverage.
